You're so entrenched in identity politics that you dont seem to be getting the point - politics in Western 'democracies' is failing, because the tax paying class has little to no representation.
Politics in the US panders to a few billionaires and then the 50% of the population that benefits from government largesse (federal non-workers and benefits claimants).
My system would exclude the leechers from voting, and only modify the billionaires. their influence would go down under my system.
