If you believe a second American civil war will be black Americans versus white Americans, then you're just as woefully ill-equipped mentally to understand the nature of the conflict as those who see it as left versus right, liberal versus conservative, or democrat versus republican. Fat people display about as much discipline and awareness with what comes out of their mouth as they do with what they put into it. Upon release, if they reside in a state that permanently revokes their right to vote, they need only relocate to a state such as Louisiana, which is one of many that afford them the option to renew their enfranchisement, if they're an otherwise law-abiding resident in good standing who sees any value in voting. However, when one examines the history, you come to realize that it's actually been financialization that leads to the destruction of cities. Real estate speculation leads to cities burning as arsonists seldom work for free, the fuel they use to start fires isn't cheap, most private property is insured, and real estate, much like oil, operates under rabid speculation.

@Nightingayle Start the count from the last day of bleeding. Bleeding takes about a week. So in a 4 week cycle(28 days) it's 7 days bleeding, 7 days get pregnant, and 14 days gestate the baby. If no baby then the cycle repeats.
